The first U-Boats which were built for Russia during the Russo-Japanese War in 1904 (with the first German U-1 being launched in 1906) had a complement of about 12 men. WWI and WWII German U-Boats averaged about 40 to 50 crewmen.

Germany's U1, their first boat, of the type sold to Russia during the Russo-Japanese War in 1904, had a complement of about 12 men. U1 was commissioned into the German Navy in 1906.
