There are 16 cups in a gallon. So your peas would serve 32 people.

If the tea is being served in 6 ounce cups, then 1 US gallon would serve twenty-one people with 2 ounces (1/3 cup) left over.
How many people do you need to serve? There are 16 cups per gallon. Or, if everyone needs 1.5 cups, there are a little over 10 "servings" per gallon. So 1 gallon should serve 10 people, 2 gallons serves 20, and so on. Remember some people will want refills :-)
The question is being asked incorrectly. 'Ounces' is a measure of mass/weight in the Imperial system. 'Gallon' is a measure of liquid volume in the Imperial system.
One can will serve about 26 people. 5 cans should cover you. That is called a #10 can, and holds 13 cups. A serving of vegetables is one half cup.
