This requirement was established by the Northwest Ordinance of 1787, which outlined the process for admitting new states from the Northwest Territory. Indiana achieved this population threshold and was admitted to the Union as the 19th state on December 11, 1816.

The following are features of the Northwest Ordinance of 1787: The Northwest Ordinance of 1787 governed the territory of what are now the states of Ohio, Indiana, Illinois, Michigan and Wisconsin. The Northwest Ordinance of 1787, as in all territory ordinances, was written in line with what was at that time federal law. It allowed indentured servitude, except it prohibited slavery in the territory. It established guidelines for admitting new states, and it encouraged public education. Many of these ordinances were developed into the constitution when the territory became a state .
There is, theoretically, no lower limit of people for a territory to become a state. In Australia, the Northern Territory could become a state, and it would be a fairly straightforward matter. Australia's constitution of 1901 did (and does) allow for the admission of new states into Australia. Section 121 of the constitution states that all that is required for a new state (or, in this case, for a territory to be declared a state) is for the Federal Parliament to agree. This even means that the Parliament could admit the Northern Territory as a state whether or not the NT agreed to it.
