The National Parks Service counts only visitors who enter the Monument. As such, this number can vary QUITE considerably depending on whether the Monument is even open (it's been closed since 2011 August 23), as well as the difficulty in arranging a visit.

Between 1950 and 1995, the Monument would usually have about 1 million visitors each year. Since then, years in which access was permitted for the entire year would average about 600,000 visitors.
