The Prime Minister isn't directly elected like, say, the US president is. So no-one "voted" for John Key to be Prime Minister.

He became Prime Minister because he leads the largest party in parliament, following the 2008 general election. As leader of the largest party (National) he formed a government with the support of Act, the Maori Party and United Future.
