Press control + L to open the Layers window.
A great software is Gimp. Another is Paint.net. They allow you to edit and create photos with layers, a number of brushes, and elaborate colors with shading and highlights.
Complete the following steps:Launch the GIMP programFile> Open> and select the picture you would like to editSelect the Open button
Click on windows / dockable dialogs / layers channels paths
In the "Layers, Channels, etc" window, right click on a layer and click delete.
There's a specific command for that under 'layers'. You can also do it in the layers "toolbox" (wrong term- but the stuff on the right side of the screen)
Press Control + L to re-open the Layers window
IF your picture has multiple layers (it may not - jpeg's don't when brought in) it will allow you to determine which layer is being modified by the editor, and to rearrange which layers are on top.
Personally I believe that Paint is good for starting drawings while gimp is good for colouring them in and editing photos.

GIMP can be used for a lot of things. It is mainly used for touching up photos, or it can be used for photomanipulation. ALthough it is not a great animation program, you can also create simple animations with it. You can also paint and draw digitally, although again, it is not specifically desinged for this. A lot of photographers use it to do some editing on their photos. There are a lot of different effects that can make photos look really nice!
Unfortunately, the only formats that preserve layers in GIMP is .xcf (the default format.) If you're looking to upload an image online, or use the image for anything outside of GIMP, you have to export the file by clicking File>>>Save As>>>(specify format in drop box)
