The world of Oblivion is at least 10,000 steps in each direction, thus if you multiply 10,000 by 10,000 you get 100,000,000 locations,. Some of these you cannot get to since they are blocked by terrain, but then again there are the inside of caves and such to ad on as they are treated as separate areas, so there must be at least 100 million locations.
