The code there will either load the operating system directly (in the case of older ones like in MS-DOS), or launch a second stage that is more interactive. The second stage of GRUB in Linux, or NTLDR in Windows, is usually located on the first boot partition. This bootloader can then usually chainload other bootloaders found on other partitions, or load a kernel.
