It has ALWAYS been against the law to exceed the posted speed limit. They don't need a new, seperate, law to enforce it.

Speeding in a school zone is against the law in every state of the United States. 25 Miles per Hour is the max allowed, (typically) "when" children are present.
Rate points are not assigned based on the dollar amount of your ticket. Points are assesed based on the severity of the infraction. Were you going 5 miles over the limit, 10 miles or 20 miles over the limit? The more you exceeded the limit the more points can be assesed. The amount you paid for the ticket is not a factor.
In California, the amount of points a person will get on their driver's license depends upon the offense. If the offense is a simple speeding ticket, the driver will receive one point. A reckless driving violation will result in two points.
With any good luck you will receive a reckless driving citation and lose your license or go to jail. There is no excuse possible for 30 miles over the posted limit.
huge fine. that's 30 miles over the posted speed limit. that's a felony and you can be arrested. you got off lucky if all you got was a speeding ticket.
