4 points
As far as I know, four points is the norm in most states. States are, however, free to determine how many points they wish to assess for it, so it may vary between states.
This is likely to vary between states. IIRC, North Carolina gave four.
None, if a bus is at a stop you get no points.Additional: If the bus you are referring to is s atopped school bus displaying signs and flashing lights, the penalty varies according o the individual states, but it is usually HARSH, including a large monetary fine, many points on your license or even suspension of driving privileges - according to the individual state's laws.

This depends on your state, the fines of which can be as high as $1000 or more. In most states passing a stopped school bus gives you six points on drivers license: next to reckless driving, passing a stopped school bus is the second most serious traffic infraction you can commit. And in many states this is actually a crime for which you could be put in jail.
