You can't catch groudon in sapphire only in ruby. To get him in sapphire you have to trade him from ruby to sapphire.
well i think your supposed to use your master ball you get from the team rocket base, but im not sure if its there in emerald i havent played it in a while
There are many Pokemon you catch that are similar in sapphire and emerald but there are many Pokemon emerald can only get and not sapphire.

There is not a definite number of Pokeballs needed to catch any Pokemon. The only factor which discerns whether you catch a Pokemon or not is the chance. The chance you will catch even a very weakened Giratina with a Pokeballs is EXTREMELY low. Ultra balls are heavily reccommended.

There's not a fixed amount of pokeballs needed to catch a pokemon. Though, there are many different strategies to catch pokemon, weakening it to red hp and putting it to sleep works best. (at least for me...)

Well, first, you need to shift to an alternate reality. When you've done that, go speak to proffesor oak and say you want a pokemon. Then, you have got to go on your pokemon journey to catch every single pokemon in that region. However, this journey will be very long and costly an time consuming. Oh and by the way buy many pokeballs. You cant catch em all with no pokeballs. Have fun.
