The protons and neutrons are packed together in the middle and the electrons

have space to move, around them. logically their should be MORE neutrons and protons, but this depends on the size of the atom and how many atoms in the neon.

How many electrons does it take to equal the mass of one neutron?

One neutron is approximately equal in mass to one proton. Since an electron is much smaller in mass compared to a neutron or a proton, it would take a large number of electrons to equal the mass of one neutron.
