All atoms of the same element have the same number of Protons and Electrons in their atoms and also have a varying of number of Neutrons.

Atoms of different elements have different numbers of Protons, Electrons and Neutrons.

It all depends on the substance the atoms are in. One thing for certain is there is the same amount of protons as there is electrons, unless the atom is ionized (has a net electrical charge). An anion (negatively charged atom) has more electrons than protons; a cation (positively charged atom) has more protons than electrons.

Neutrality of an atom doesn't depend upon № of neutrons but number of protons should be equal to number of electrons. Even a neutral hydrogen atom [deutron] has one proton and one electron but no neutron inside the nucleus. A neutron has no charge.
