Zero. The Silver Star Medal was not created until 1932, 14 years after WWI ended. However, the Silver Star Medal is a successor to the "Citation Star", which was a small silver star, 3/16th of an inch, awarded for gallantry in action, to be worn on the ribbon of the WWI Victory Medal. The Citation Star was authorized on July 9, 1918, four months before WWI ended, and just as US troops were entering heavy combat in large numbers. The Citation Star was later authorized to be awarded retroactively for previous US wars, again to be worn on the ribbon of another medal, usually the campaign medal for the earlier conflict. When the Silver Star Medal replaced the Citation Star the earlier award was "incorporated" in the Silver Star Medal as the small silver star in the middle of the Medal. The only awards for gallantry available in WWI were the Medal of Honor and the Distinguished Service Cross (or the Navy Cross for Naval and Marine personnel), and the Distinguished Service Medal, which was usually awarded only to officers and sometimes for good service, not gallantry. After the Silver Star Medal was created in 1932 recipients of the Citation Star were authorized to request replacement of the Citation Star with a Silver Star Medal. Awards of the Citation Star for actions during WWI continued for years after the war was over. No total of Stars awarded has ever been compiled of which I am aware.

There is no limit on how many Silver Stars might be awarded to any one individual. But, the recipient only gets the actual medal the first time. Second and subsequent awards of the same decoration are signified by the award of an "Oak Leaf Cluster" (OLC), a small brass oak leaf pin, to be worn on the ribbon of the initial decoration.
