There are 2 regions in Pokemon Soul Silver and Heart Gold. There IS the Johto Region which is your Home Region and there is the Kanto Region that's where you can go when you finish the Pokemon league and obtaining the National Pokedex from proffecor elm or oak. Im not sure, you get it from one of them.
