When a group of sea otters float around with each other because the look like they are a raft: The otters hang onto each other and even tie themselves to each other with kelp, like tying together a wooden raft with strinfg. So they don't drift apart from each other while sleeping! :)

When found in water, yes. However, other collective describing otters include bevy, family, lodge, and romp. "Raft" can also be used as an informal noun meaning a lot of something or a great quantity of something, as in "I have a raft of reasons to disagree."
