The 100 Senators serve staggered six-year terms. Each state has two senators, regardless of population. Every two years, approximately one-third of the Senate is elected.

There are 100 Senators in Congress, two for each state. Consequently, Wyoming, with a population of 544,000 has one senator for every 272,000 inhabitants. California, with 36 million inhabitants has one senator for every 18 million people. Given the fact that a minority of Senators can stop legislation this is a serious problem. To me it makes the idea of the US as a representative democracy somewhat of a joke on its population.
