It depends entirely on how many of the stamps are produced. There can be only a couple of plates created, or there can be dozens.
Sheets of stamps are printed using plates. Each plate is numbered to insure they know which plate was used so they can correct errors and problems. The number shows up on the edges of the sheet. The post office knows exactly how many sheets were printed on each plate and collectors therefore know what the rarity of the various sheets are. A Plate Block is four or more stamps in a block with the excess paper with the number on it. Most plates print four sheets on a single sheet of paper, so that there are four possible positions for Plate Blocks.

Depends on the stamp and the plate numbers. Since the 40's, many people saved plate blocks from their sheets of stamps. Many of them are very common and can be purchased for about 5 times face value. Consult a specialized catalog to find specific values.

The glue on the back of the Israeli stamps is kosher. For virtually all countries the value of their postage stamps lies in the stamps themselves. Sheets of Israeli stamps, since their beginnings in 1948, have included explanatory texts &/or illustrations in the bottom selvedge row of issued sheets. Naturally only a few stamps in a sheet can have these extra "tabs" as they are called attached. Such stamps are worth more than the more numerous ones which lack the tab. Unless there is a rare plate block number, they are not going to vary in price much. Most modern era stamps, those since about 1940, are going to be worth face value. Dealers sell full sheets of many common stamps at less then face value and certainly don't pay that much for them. Still, consult a catalog and find out their value. You might be surprised!

According to the USPS website you can have 3 pieces of paper and one envelope equalling about one ounce. However for 2 ounces they charge .58 cents. One ounce with an envelope is roughly 8 sheets of "cheap copy paper" or standard notebook paper.
