Yes. Even before Pearl Harbor Roosevelt tried to provoke Germany by escorting British ships around Europe. Roosevelt had numerous advisors who were very upset when Hitler came to power and kicked the Jews out of Germany and were determined to get America thrown into the war.

They could have moved the ships out of the harbor so that they were more spread out, making them harder to hit. The men on the ships were not prepared for battle, and most of them were not at their stations. Had they been at their stations and waiting for the attack, they could have responded faster and defended the ships.

You have some serious reading to do. Pearl Harbor did not attack Japan. The US Naval Base at Pearl Harbor HI was attacked by the Japanese on Dec 7, 1941. The American ships were tied up at their morring points in the harbor, and there had been no declaration of war. This was an unprovoked attack by Japan on the United States.
Wellington is famous for its windiness. It is indeed, but it is not often called "the Windy City". Every time I've been there it has been called "Windy Wellington". For most people "the Windy City" is Chicago USA.
