The answer depends on which kind of Division you're asking about. Overall a Division, across most militaries (including today's US Army as well as the Armies of WWII era Germany), is made up of between 10,000 to 20,000 soldiers.
A Corp is an amalgam of Divisions. Divisions are are comprised of several Brigades or Regiments. In most militaries, a division tends to be the largest combined arms unit capable of independent operations; due to its self-sustaining role as a unit with a range of combat troops and suitable combat support forces, which can be divided into various organic combinations.

The German defence force was named Wehrmacht. During World War II, the number of soldiers serving in the Nazi Army is said to approach about 18 million, including over 1 million SS (Protection Echelon) [give or take a few thousand].

The peak strength of the German Wehrmacht (the entire military, not just the army) is given by John Keegan's The Times Atlas of the Second World War at about 10,800,000. The most soldiers the German army, the Heer, (not counting Luftwaffe or SS units), had at any one time was about 6,500,000. (The above figure of 18 million may reflect the number of personnel who passed through the ranks of the German military during WWII, but was certainly not the number the Germans could deploy at any one time.)

Division sizes did vary by type, mission and condition.
i.e. Marine Divisions were often termed "reinforced", as in 4th Marine Div reinforced. Additional units, usually independent Battalions of artillery, tanks, engineers etc were often added for additional combat strength before landings took place. This was common and in such cases Marine Divisions sizes could be over 19,000 men.
I have been asked this question before (but not about the Germans). I consulted with an USMC Sergeant. He said the divisions are set up by troop size. The amount of tanks taken in with the tank division is up to the amount of tanks available to go into battle. It can also depend on the strategy of the commanding officers. So there is no designated amount of tanks for tank divisions in any country's infantry force. There were more and better Panzer tanks for the Germans. They did not have to have tanks sent to them over an ocean. So they had a better supply of them.
