Too Many!

Speeches were made ever since humans were able to communicate
President Obama
It is difficult to answer this question. If you are asking how many he made in his entire life, there is no way to know, since he was the editor of the Harvard Law Review and might have been asked to speak, or he may have given speeches when he worked as an advocate for the poor. But if you are asking about his political career, Mr. Obama undoubtedly began making public speeches when he was running for office for the first time in Illinois in 1996. Since then, there are newspaper reports that he gave talks at community colleges, civic organizations, and at political events during his time as an Illinois state senator; he seems to have been a popular speaker. One of his best known speeches was given at the 2004 Democratic Convention; that speech was broadcast nationally and was considered a turning point in his career, since it gave him national visibility. During his first term as president, Mr. Obama also gave a number of public speeches, many of which were part of his campaign for re-election, but others of which were as a guest speaker for a college graduation or other kind of convocation. Again, it is difficult to give an exact number, since presidents in the modern age are frequently in "campaign mode," giving speeches to supporters or trying to win over potential voters.
He made passionate speeches promissing to save Germany's economy <-- Novanet
Since President Obama was re-elected in 2012, you cannot get him out of office until his term is completed; no president is allowed to serve a third term, so his time in office ends officially once the new president is elected in 2016 and inaugurated in January 2017. I am not sure which "motions" you are concerned about, but it is unlikely congress would suddenly reverse what a sitting president has persuaded the previous congress to pass.
The Sophists made political speeches.

America voted for Obama because we hoped he would help our economy. Mccain wasn't really being confident in his speeches for a "better America". But, unfortunately, we made a mistake. That mistake was that we didn't get an interview of him before Obama became a candidate; Barack Obama sought to change the U.S. his way. Plus, before 2008, we didn't even have a black president; America thought they found hope from Obama. He came up with a healthcare plan called Obama Health Care, which has likely damaged the U.S, so far.
