I have heard various answers as to how many stars a police chief wears on his uniform. Some say its based on department size, other say the number of years in the chief's position. Any answers?

Basically the chief-of-staff in a newsroom decides what reporters are going to cover which stories. The chief-of-staff knows the capabilities of each reporter, their area of expertise, and he knows which assignment best matches their talents. You would not send Anderson Cooper to cover a high school football game, and you would not expect a rookie reporter in his first week with the news company to interview the President of the United States. Those decisions are among the many that a chief-of-staff makes.
