The Gulf of Mexico is not a state, but rather a body of water that juts off from the Atlantic Ocean and is adjacent to many southern states of the US, as well as Mexico itself. Texas, Louisiana, Mississippi, Alabama, and Florida all border the Gulf of Mexico.

Not quite. The Mississippi river flows through many US states, and some of its tributaries extend into the Canadian border, specifically at the Lake Ontario (New York) or into the Canada-Montana border, as well as into the Gulf of Mexico. If you define the Gulf of Mexico as a border, it would be considered as a border-to-border river, however most borders are defined as the division lines between countries, not between a country an an ocean or sea.
