That depends on how you define "public". None of the White House is really "public" in the sense "anybody can go there at any time". Most of the "private" rooms (bedrooms, living rooms, family dining rooms) are on the second and third floor. There's a "family dining room" on the first floor also, but it's really for small formal dinners and as an overflow/staging area for state dinners; the family normally eats on the second or third floor.

Nearly all the rooms where anyone who isn't the President, the President's family, their invited personal guests, or an employee of the White House would ever be are on the ground or first floors. There are also two sub-basements, but those are pretty much "employees only" (it's mainly service equipment and storage).
