4 or 5 up same with the basement
Yes, more than 2 stories, and with the latest patch, you can build basements, with multiple underground stories
if you mean, buying walls and setting them up, putting in carpet and furniture, you can't. you have to get into the game to the point where Dr.f gives you another create-o-tron or whatever he calls it, give it to the guy in the build shop thing and get blueprints for the houses, give him the blueprints and the essences and get whichever house you want. the furniture store is near where your original house is/was. hope i helped!
From what I know it is 4 players for both ps3 And xbox360
Improved Answer: You cannot have Babies in the Sims2 for Ps2.However, you can do better stuff ad but better facilities in the catalogue. You can chose from two options Story mode or Family mode. With Story mode you have just 12 locations to unlock. You meet new Sims on the way. There is alot more to do.In family mode, you create a family, Just 4 people in each family.and just live a normal life by creating a dream home
There is no way to.

The Sims 2 for PS2 Players can only build one-floor houses, unlike the PC version which allows multiple floors.
Just build a bottom floor, make sure you have enough space and then go up a story and then build a floor on that story and so on until you have five floors !
