"chilled" has two syllables because it has two vowel sounds. Every syllable MUST have a vowel sound to be a syllable, even if the vowel sound is made by two vowels (oo,ea, ie, ou, aw) etc. Suffix -ed is considered another syllable type in the derivative word "chilled."
