Typically only once a year will they mate, but some turtles need not mate for several years in order to produce offspring. Some female turtles are known to be able to produce fertile clutches of eggs for multiple years following a single mating. They may also lay eggs more than once in a year after only one mating, so you would have to narrow your question down more specifically to a particular genus, species, etc. for a more precise answer.
