I don't believe there is a limit, as long as you meet the requirements for the state in question. I've heard of at least one individual that took it 13 times before passing.

Candidates who fail the PTCE can retake the examination three times. After three retakes, candidates will need to appeal to PTCB and requests will be reviewed and approved on a case-by-case basis. Teachers are not bad. There are just times that they need to be strict to the students to learn. They are just misunderstood sometimes.
