Muscle weighs more than fat, so if you have been exercising but not loosing weight, then chances are you have built up your muscle. You don't alway bulk up if you have put on muscle, it depends on the exercise. For eg: You do pilates 3 times a week. This will strengthen and tone, you will put on muscle, but it lengthens them at the same time, leaving a leaner appearance. You will not necessarily weigh less because of it.
