Moses was commanded by God to write a copy of the law (Torah) as seen in Exd. 24:4 and before his death, Moses stated to the elders in Deut. 27:2-3 to write the words of the law to take with them into the promised land. The priests were the keepers of the writings, and it was commanded in Deut. 17:18 that all future kings were to write a copy of Torah with their own hands and govern according to it.
