Here is the answer from the Orlando Convention and Visitors Bureau:

"Approximately 48 million visitors make the trip to Orlando each year. Approximately 45.9 million of those guests are domestic visitors and 2.8 are international visitors."

That doesn't specifically say 2008, but hopefully the number will be close enough for your work.
