QUARTS, not "quarters." But a quart is a quarter of a gallon (1/4 gal or 0.25 gal). So for every 4 quarts, you have 1 gallon. 20 quarts = 5 sets of 4 quarts each, so 5 x 4 = 20, and you can see where your answer is.
