I believe the question is concerning user accounts. To which the answer would be, there isn't a reachable limit. Although a practical limit may exist with consideration to the size of a computers hard drive, or other similar limitations. The maximum number of concurrent connections referenced is not to be confused with user accounts, and the limitations are 5 on XP Home and 10 on Pro.

You can create as many as you like for as long as you have space on your hard drive.

You probably won't get too many accounts made as each one uses about a gigabyte, and that's before the user starts saving documents, music etc.
