A light fixture will function normally either way. The hot and neutral wires are interchangeable. DANGER! This is only true of lighting fixtures!
When a switch is open (wires not connected) it is considered off. When a switch is closed it is considered on. If you move a switch and the wires are not connected the the circuit is open and current cannot run throughout the circuit to power the device.
An old/worn/faulty light switch, or the wires connected to the switch are loose. Replace the switch ASAP.
No! Per code, and for safety, all ground wires must be connected. If this is n older home with 2 wire wiring then you have no choice. I would suggest the house be rewired for the safety of you family.

I'll take that as "How are telephone wires connected?" but it's still unclear what you want to know. Telephone wires are connected just as any other wires are connected. By screw connections, by soldering, by crimping.
A light bulb connected between to wires, each having 300 volts to ground that are in phase, will not light, because there is no differential voltage available to do any work. If each wire has 300 volts to ground and are out of phase (600 volts between them) the light bulb will be lit, if it is rated at least for 600 volts, otherwise it will burn out.
