Good question. According to the DIBELS fluency test we use at my school, at the end of FIRST grade, a student should be able to read 1 word every second (60 words a minute). At the mid-year testing, FIRST GRADERS should be reading one word every 2-3 seconds (20-30 WPM). Each grade goes up a little from the end of First Grade. Second is 90-100 WPM and Third Grade is 110-120 WPM. Kindergarten does not focus on fluency in their testing. Probably because there aren't a lot of Kindergarten classrooms that have students reading sentences fluently enough to assess that.
