Yes, Nero was a very popular emperor with the common Roman people. It was the aristocrats who hated him and its from this class of Roman society that we get all the negative things about him. There are many reasons for this hatred of Nero by the upper class. However the common people liked the idea of an emperor making public appearances and to them Nero was "one of the boys" and not some remote being on the Palatine hill. For five years after his death the common people brought flower to his tomb and fifteen years after his death an impostor, claiming to be Nero, raised an army in Parthia and almost started a war.
That's a hard question to answer. The aristocrats hated him, and most of our history about him comes from aristocratic sources. He did many negative and bad things, but he had reasons for most of them. Because he acted extremely in certain circumstances, he is labeled as a bad emperor. However there was another side to Nero; he was inventive and generous, he was a builder and innovator. While he outraged the aristocrats, the common people loved him. For five years after his death, the common people piled his grave with flowers. Twenty years after his death an impostor in Parthia claimed to be Nero and raised an army on Nero's popularity. It stands to reason that a person who still had prestige twenty years after his death could not have been all bad.

Nero is a very interesting emperor. Not only did he rule Rome for years but he was a madman. He married his adopted sister, but soon grew tired of there boring relationship and started an affair with a girl slave. Many people wanted to remove him from his role as the emperor. Until 67 when Nero murdered Roman governors around the empire. In 68 he was punished from the senate who overthrew him. He killed himself a few months later.
