Use baby benadryl and start with a half teaspoon to see what that does. Nine pounds is really small so be careful. I think a vet would be a better idea, but if that was possible you wouldn't be asking...right?
There are a lot of factors coming into play, like breed, Dx, etc. For a 90 lb German Shepherd working dog, one caplet is fine (typically 25 mg.). A calculated amount for an 8 pound dog would be .11 caplet. I wouldn't even try it without at least talking with your VET and knowing exactly what you're trying to relieve. One can't safely diagnose over the net or give accurately an answer to your question.
I would start off with one pill of benedryl at a normal strength. Wait to see if you improvements in your dog's Allergies (i.e. not chewing at paws anymore, not scratching anymore, or your dogs eyes aren't as mucssy).
