By southern Ireland, you mean the Republic of Ireland. Both Clare and Kerry have large Coastlines directly on the sea, away from the Shannon Estuary, so they are definitely coast counties. The north coast of Limerick joins Kerry which finishes that side of the Shannon Estuary, with Clare making up the other side completely, so Limerick wouldn't really be a coastal county, although it the Shannon Estuary takes large ships which go to Fownes, in county Limerick.
