Not sure what 2b is but crushed concrete with 1 1/2" rock will cover about 60 square feet. 15 tons ends up being around 12 cubic yards.
It is not a precious or semi-precious stone. It has some value as a building material, and is used as crushed stone for paving highways and making concrete. I pay about $25 per ton for crushed basalt for my driveway, but larger amounts sell for much less.
