The pay scale was made the same as that in the Union Army. Most of the high officers and government officials had held the same type of positions in the US Army or government and knew what the Union Army paid. The higher the rank, the more the man was paid.
Privates, the lowest rank, were paid $11 per month. Officers of the rank of colonel and above (which included all generals) were paid $300 per month, but officers had to buy their own uniforms, horses and equipment, and pay for their own food.
The Confederates started printing paper money right away. At first this paper held its value fairly well. But by about halfway through the war it was basically worthless. A barrel of flour cost $500 in Confederate money by then. And the paymaster was rarely seen, and troops went for months without being given even any of the worthless paper.
Officers, even when paid, could not feed themselves on the Confederate paper, and had to share the regular rations of the men. The men did not mind, even though this meant dividing the skimpy food available between even more people.
Silver or gold coins or object, or Union greenback paper money, held their value and goods could be purchased with these at the end at the same price as at the start.
The people of the Confederacy were extremely bitter about the devaluation of Confederate money, which meant they had great difficulty in buying enough food to stay alive. Late in the war there were "bread riots" even in the Confederate capital of Richmond, where women broke into and looted government food warehouses. Jefferson Davis himself put a stop to one such riot, climbing in the back of a wagon and shaming the women, flinging what coins he had in his pocket to the mob.
