I'm not entirely sure but I do know that Britain paid they're debt off around 5 years ago, America gained from the war and Germany only finished paying all it's debt this year but this is because Germany paid nothing while Hitler ran the country.

When the Germans lost the ww1 they were made to pay for all the damage that was caused during the war, also Britain raised germanys taxes, which contributed to the start of the second world war.
