betta fish itself is cheap, $2~5.

You are looking at minimal $50~60.

Although it will cost more if you plan to keep the fish properly. You need to do a fishless nitrogen cycle before you add the fish. Without completing a nitrogen cycle before adding the fish, it is very likely the fish will die to ammonia poisoning within weeks.

In order to do a fishless nitrogen cycle, it will require a liquid water test kit(around $20), and possibly pure ammonia if you want to do it the fastest way.

That will increase the cost by at least another $20.

There are other small items you might need, two 5 gallon water buckets for water change, one for store and prepare new water, one for take the old water into. An aquarium vacuum. An algae scraper. Some decorations.

The total cost should not exceed $100 for a 5 gallon set up.
