It really depends. First, nobody wakes up one day and becomes a chef. It requires training, during which time you will work your way up in a professional kitchen, apprenticing with experienced chefs and learning how things are done. Another path that many people today will take is getting a degree in culinary arts. The benefits of this are that you will be in school learning both theory and how to apply it: how to manage a restaurant, how to cook various cuisines, how to create healthy and low-fat meals when asked, etc.
Many schools offer either a certificate, an Associate's degree or a Bachelor's. Most schools also offer a chance to get hands-on experience, such as working in the school's restaurant, where students (working with an experienced chef) create new menus and try out new dishes. So, depending on the path you take, it may be several years or even more before you have the experience and credibility to run your own kitchen and be considered a professional chef.
