It will depend on the number and depth of the scratches and your insurance policy. In most cases, by the time you pay the deductible and the possible increase in rates, it would cost you too much to have the insurance cover getting them fixed.

If you broke you iPod Touch where there's dents in it, tons of scratches, no screen or anything with just the base, you could send it in to Apple to fix it. It's hard to determine how much it will cost, it may be cheaper to just buy a new one.
You can repair scratches on Fountainhead counter-tops by sanding them with wet sandpaper. Sand the scratches lightly so you do not sand away too much of the surface.
