As anyone will tell you, it depends on the individual artist or parlor. Most artists charge a rate for x amount of letters, plus a lower charge per extra letter. For instance, my last tattoo artist charged $30 for five letters, plus $10 for every extra letter. This applied to kanji, as well.
However, if the kanji is highly stylized or very large, I imagine that it might count as a non-letter tattoo, in which case many tattoo artists charge by the hour. You can always stop by some parlors and ask for an estimate. If they aren't friendly and helpful about it, then you don't want to get tattooed there, anyway.
Usually the tattoos you see are a character called a "kanji". They can be read many ways depending on which kanji follows which, and so on. It's very hard to take a kanji and translate it because you need to actually know Japanese to have a recognition software properly process the kanji.
