Beer is a "malt beverage" but not all malt beverages are beer. Malt beverages are made from cereal grains (mostly barley, wheat, rice and corn/maize). Wines are made from fruits (generally specifically grapes).

Most commercially available "wine coolers" have an ABV (alcohol by volume) percentage of around 5%.

You can make your own wine cooler by mixing wine with something else ... fruit juice, soda, sparkling water, whatever. Usually this is done to produce a beverage that is sweeter (and possibly slightly less alcoholic) than wine, though some recipes may include distilled spirits such as brandy to bring the alcohol level back up. If you're making your own and want them to be of comparable strength to the commercially available ones, figure on the final product being somewhere on the order of half to two-thirds wine, with the rest being a non-alcoholic liquid.
