It depends on the unit you are planning to go to, apparently the Royal Canadian Air Cadets is free, Not entirely sure for JROTC and the American Cadets Organization
Cadets do not pay for room and board at any of the Service Academies.
It is free, you get payed a monthly check to pay for cadets uniforms/ social life so you can focus on your studies.
In addition to charging no tuition to attend classes, as well as no room and board, cadets are paid 35% of the base pay for a Second Lieutenant. This would figure out to be roughly $960 per month, however due to expenses such as paying for uniforms and other services automatically subtracted from cadet pay, cadets generally receive between $250 and $400 per month. Cadets are also given a daily food allowance for each day, however it is only received by the cadet when on leave away from the Academy; this money is usually routed directly to Mitchell Hall, the cadet dining facility.
Everything is supplied by the army, including rations, uniform (including boots). However, there is a fee of around $60 per year and $10 for camps to cover accommodation and CPR courses (if applicable).
