It depends on the state in which you are licensed. In Florida, for example, a LMHC must have a Masters. Generally speaking, certifications do not translate into licensures.

Typically a person doing clinical therapy (psychotherapy or counseling) would have an MSW (Master's in Social Work) or an MA leading to the LMHC (Licensed Mental Health Counselor) credential. The person would then have to meet whatever the state requirements are (supervised practice, exam) to obtain a license to practice.
