The only way agencies are allowed to make money is through the 20% commission they charge for each modeling job they find for their models. It is illegal for agencies to charge you upfront fees for things such as professional photos and a portfolio if they have not offered you a contract. Once a contract has been signed, an agency may cover those costs for you and take them out of the earnings in the form of commission or they may require you to cover the costs yourself. Even then you are not paying the agency, you are paying the photographer and the crew.
