You do not pay agencies any money. To avoid scams, stick to legit and well known modeling agencies that represent child models. The only way agencies are allowed to make money is through the 20% commission they charge for each modeling job they find for their models. It is illegal for agencies to charge you upfront fees for things such as professional photos and a portfolio if they have not offered you a contract. Once a contract has been signed, an agency may cover those costs for you and take them out of the earnings in the form of commission or they may require you to cover the costs yourself. Even then you are not paying the agency, you are paying the photographer and the crew.

Make sure you are dealing with a legit child modeling agency and that they offer you a contract without asking for upfront fees.
