The payload capacity on an OC-48 is 2.405376 Gbit/s . You can communicate with the transmission equipment at any speed you want, but you have to take a break now and then to let it catch up. If you literally need a full-time Gigabit throughput across the link, then you can only get two of those on an OC-48.
